- A Master's Degree in Social Science (preferably in Sociology or Psychology).
- Ability to speak, read, and write Odia, having passed a test in Odia equivalent to the M.E. standard.
Alternative Eligibility (if primary candidates are unavailable): Persons above 35 years of age, working in social service and welfare activities, engaged in promoting Family and Child Care welfare, and holding a Degree in Social Science (preferably Sociology or Psychology) are also eligible.
