Educational Qualification

Essential Qualifications & Professional Experience:
Educational Qualification: Graduate Degree from a recognized University, preferably with Social Science, Sociology, Psychology, Clinical Psychiatry as one of the subjects, OR a Bachelor's Degree in Law (LL.B.).
Experience Requirement: At least two (2) years of documented experience in the field of social work/welfare, or associated with field work, research, or teaching in Government Departments, College, University, or similar academic institutions in the areas of family welfare or problems of women and children.
Tenure & Role: Empanelment for a period of three (3) years (or as directed by the Hon'ble High Court of Punjab & Haryana) purely on a per-sitting basis to assist Family Court Judges in resolving matrimonial, custody, and family disputes.

Age Limit & Relaxations

The candidate must have attained the age of thirty-five (35) years as on 01.01.2026. No upper age limit is specified under the Punjab Family Courts Rules.

Selection Process:
1. Application: Candidates must submit the completed application form on prescribed proforma along with Gazetted Officer-attested copies of educational qualifications, date of birth proof, and social work experience certificates to the Office of District and Sessions Judge, Amritsar, District Court Complex, Ajnala Road, Amritsar before 05:00 PM on 14 September 2026.
2. Shortlisting: Scrutiny of applications and verification of minimum 2 years' family/women/child welfare experience and 35+ years age criterion.
3. Interview: Shortlisted applicants will be called for an in-person Interview before the Selection Board. Announcements will be posted on the official website (https://amritsar.dcourts.gov.in/notice-category/recruitments). No TA/DA will be paid.

The Family Courts of Amritsar Sessions Division, operating under the supervisory jurisdiction of the Hon'ble High Court of Punjab and Haryana, are established under the Family Courts Act, 1984 to promote conciliation and secure speedy settlement of matrimonial, maintenance, and child custody disputes. The Counselling Centre functioning within the District Court Complex, Ajnala Road, Amritsar, serves as the critical alternative dispute resolution (ADR) wing of the court. Appointed Counsellors receive referrals directly from the Principal Judge / Additional Principal Judges of the Family Court. Their primary statutory role is to assist the court in persuading disputing spouses to arrive at an amicable settlement, exploring prospects of reconciliation, preserving family unity, and in irretrievable breakdown situations, facilitating mediated agreements on mutual-consent divorce, child custody/visitation rights, and permanent alimony. The environment is emotionally sensitive, confidential, non-adversarial, and requires high emotional intelligence, active listening, and conflict de-escalation skills.

Honorarium structure governed by the Punjab Family Courts (Amendment) Rules, 2024:
1. ₹600/- per sitting for every case at an appropriate stage (preferably upon submission of counselling report to the Family Court), subject to a maximum of 5 sittings per case.
2. For every successfully reconciled matrimonial case, an honorarium of ₹7,000/- after passing of final order by the Family Court (inclusive of sitting fees).
3. Honorarium is revisable by 20% every five years by the High Court.
