Educational Qualification

Certificate of Competency (CoC) as Master of a Foreign Going Ship issued by the Ministry of Shipping / Directorate General of Shipping, Government of India, or an equivalent qualification recognized by the Ministry of Shipping. Indian citizens holding a recognized foreign CoC must acquire relevant endorsement from D.G. Shipping. Candidates must have at least one year of post-qualification experience as Master or Chief Officer of a foreign-going vessel.

Age Limit & Relaxations

Upper age limit is 40 years as on the crucial cut-off date (01.09.2026). Age relaxation is admissible as follows:

  • SC / ST: 5 years relaxation (up to 45 years).
  • OBC (NCL): 3 years relaxation (up to 43 years).
  • Employees of Major Port Authorities: Up to 55 years.
  • PwBD: 10 years relaxation (not exceeding 56 years in any case).
  • Ex-Servicemen: As per Government of India guidelines.

Marine Pilots are Class-I marine executive officers operating under the Marine Department headed by the Deputy Conservator. Pilots are responsible for boarding incoming and outgoing merchant vessels (tankers, bulk carriers, container ships) via pilot boats or pilot ladders at Kandla Creek and the offshore oil terminal at Vadinar. The job involves navigational guidance through intricate tidal channels, coordinating with tugboats and mooring masters, berthing/unberthing operations, working with the Vessel Traffic Service (VTS), and supervising dredging/navigational safety. Pilots operate in rotating marine shift cycles (including night navigation and tidal-dependent pilotage), requiring exceptional situational awareness, ship-handling expertise, and physical agility.

Initial postings are located at Kandla / Gandhidham and the Vadinar offshore oil terminal in Jamnagar district, Gujarat. Port officers are entitled to residential quarters in Gopalpuri / Gandhidham port townships with full township amenities. While primary deployment is within DPA port jurisdiction, officers may represent the port in inter-port technical committees or maritime coordination bodies under the Ministry of Ports, Shipping and Waterways.

Marine Pilots (Scale ₹70,000 - ₹2,00,000/-) have a direct promotional path in the Marine Department: Pilot -> Senior Pilot (₹80,000 - ₹2,20,000/-) -> Dock Master / Harbour Master (₹90,000 - ₹2,40,000/-) -> Deputy Conservator (Head of Marine Department, ₹1,00,000 - ₹2,60,000/-). Senior maritime officers in Major Port Authorities are also eligible for deputation or lateral elevation to Nautical Surveyor / Deputy Director General roles in DG Shipping or Chairperson/Deputy Chairperson posts in Major Port Authorities across India.
