A Mahsul Sevak (Kotwal) is the grass-roots revenue field staff member functioning directly under the Talathi (Village Revenue Officer) and Tahsildar in the Maharashtra Revenue Administration. The role involves physical delivery of notices and summons to villagers, assisting the Talathi in village crop inspections (Pik Pahani), recovery of land revenue, maintaining local order during VIP visits, assisting during natural disasters (floods, cyclones, landslides in Konkan belt), and acting as the official messenger between the Gram Chavadi, Saja, and Tahsil office. The position is field-based and requires residing within the allotted revenue Saja.

Appointment is on an unclassified (अवर्गीकृत) temporary basis as per the Maharashtra Land Revenue Code and state service rules. The post carries a consolidated monthly honorarium revised by the state government (currently Rs. 15,000/- per month as per revised Maharashtra Govt norms) without pension, gratuity, or regular civil service cadre absorption. However, Kotwal services are long-term in practice with annual renewals subject to satisfactory character and physical fitness.

There is a 25% promotional quota reservation for Kotwals who possess the requisite educational qualifications (10th/12th pass) and completed minimum eligible service for promotion to the post of Peon / Class-IV (Shipai) in the Revenue Department. Outstanding Class-IV employees can subsequently qualify for Talathi / Clerk promotions via departmental examinations.

  2. अर्जासोबत आवश्यक कागदपत्रांच्या स्वसाक्षांकित (Self-attested) प्रती जोडाव्यात: इयत्ता ४ थी / उच्च शैक्षणिक गुणपत्रिका किंवा सनद, शाळा सोडल्याचा दाखला (LC/TC), मंडणगड तालुक्याचे रहिवासी प्रमाणपत्र, अधिवास प्रमाणपत्र (Domicile), आधार कार्ड/ओळखपत्र, जात प्रमाणपत्र, नॉन-क्रिमिलेअर / ईडब्ल्यूएस प्रमाणपत्र (लागू असल्यास), लहान कुटुंबाचे प्रतिज्ञापत्र, आणि दोन अतिरिक्त रंगीत पासपोर्ट छायाचित्रे.
