Support Persons in Raipur district are empanelled under Section 39 of the POCSO Act 2012, POCSO Rules 2020, and Supreme Court directives in the Bachpan Bachao Andolan case. Functioning under the District Child Protection Unit (DCPU - Mission Vatsalya) and Child Welfare Committee (CWC) Raipur, they accompany child victims of sexual assault through every stage of the legal and rehabilitative process. Duties include facilitating medical examinations, attending statement recording before magistrates under Section 164 CrPC/BNSS, assisting police investigations in a child-friendly atmosphere, and supporting the child and family during trial in Special POCSO Courts. The role demands intense emotional composure, commitment to child privacy and confidentiality, and regular coordination with healthcare professionals, police, and legal aid authorities across Raipur district.

Posting & Transfer Policy

Initial posting criteria, zone preferences, transfer liability.

Empanelment is on an ad-hoc contractual basis for a term of up to 3 years, subject to annual performance evaluation by the District Child Protection Officer (DCPO) and approval of the District Magistrate/Collector. Remuneration is non-salaried, paid as an honorarium proportionate to services rendered based on skilled labor rates under the Minimum Wages Act 1948, along with reimbursement of actual travel expenses. Empanelment does not confer any claim, right, or preference for regular government appointment in the Women & Child Development Department.

Career & Promotion Ladder

Promotion timeline, seniority ladder, pay grade scaling.

There is no departmental promotion ladder for empanelled Support Persons. However, certified empanelment under Mission Vatsalya and the NCPCR framework provides substantial field credentials for future appointments as Protection Officer (Non-Institutional Care / Institutional Care) under DCPU, Counselor in Child Care Institutions (CCIs), Member of the Child Welfare Committee (CWC), or social work specialist positions in state child protection societies.
