Educational Qualification

Essential: Full-time B.E. / B.Tech / M.Tech / MCA in Electronics / E&TC / IT / Computers / Electrical / Mechanical or allied engineering disciplines from a recognized Institute / University. Experience Requirements: (i) Minimum 20 years of overall experience, with at least 10 years of cumulative experience in high-value Program/Project Management (planning, execution, and monitoring); (ii) Sound expertise in project documentation (RFPs, EOIs, Contract Agreements, MoUs, LOIs, Work Orders), CVC guidelines, GFR, and Labour Laws; (iii) Minimum 20 years of regular (non-contractual) service previously served in CPSEs, Central Government Group 'A' cadres (including Armed Forces / Paramilitary), or State PSEs (annual turnover ≥ ₹500 Cr); (iv) Last pay drawn must be equivalent to CDA Level 12 (₹78,800 - ₹2,09,200 / GP 7600) or IDA scale (₹80,000 - ₹2,20,000). Desirable: Additional Master's degree / MBA (Finance / Operations / Projects), PG Diploma in Contract Management, or PMP Certification.

The Principal Chief Projects serves as a senior executive leader at Broadcast Engineering Consultants India Limited (BECIL), a Mini-Ratna CPSE under the Ministry of Information and Broadcasting. The position is based at BECIL Bhawan, Corporate Office in Sector-62, Noida / Head Office in New Delhi. The role demands executive ownership over high-value national programs and turnkey broadcast/ICT infrastructure projects. Responsibilities include strategic leadership of multi-disciplinary engineering and project management teams, formulating Request for Proposals (RFPs), Expressions of Interest (EOIs), Memoranda of Understanding (MoUs), and detailed contract agreements, steering vendor management, budgeting, and ensuring stringent compliance with Central Vigilance Commission (CVC) procurement guidelines, General Financial Rules (GFR), and statutory labor regulations. Frequent outstation travel across India is required based on project execution needs.
